A budget is the client's resource boundary; a quote estimates scope and risk; outcomes also depend on the market, brand foundation, competition, execution and time. They cannot be joined by a guaranteed ranking or citation promise. A useful brief states the market, business goal, existing assets, problem, evidence, approvals and success measures.
